One afternoon at high tide I tried out Skeffling, and walked towards Welwick Saltings. The Kestrel was very close to the car park. I believe there were at least 7 Short-eared Owls flying around, possibly more! 2 Hen harriers were present, although they had similar coloration one was noticeably larger than the other, so was a female. The other must have been an immature a male. Later, a Kestrel was dive-bombing a smaller raptor - the highlight was a Merlin.
